The vigiles are lightly-armed paramilitaries, with only a helmet and shield for protection. Their low cost makes them easy to amass, but they will not last long in a melee against real soldiers.
History
Historically, the vigiles were established by Augustus in the late 1st century BC. They served in a number of Roman cities as firefighters, night watchmen and sometimes as police.
